It pairs a full code editor with an Agent Command Center, a board where you start, track and review many coding-agent sessions, running on your machine or in the cloud, from one place.
The editor is built on VS Code OSS, installs extensions from the Open VSX registry and can import a VS Code or Cursor configuration. Its main local agent is Devin Local, the Rust rewrite that replaces the earlier Cascade agent and supports subagents and sandboxing, alongside Tab completions. Through the Agent Client Protocol it also runs other agents, such as Codex, Claude Agent and OpenCode, on the same board. Spaces group sessions, pull requests and files so agents share context and Git worktrees. Rules live in .devin/rules, and it still reads .windsurfrules and AGENTS.md.
For a small team, you get models from several providers plus Cognition's own SWE models, a handoff from a local plan to Devin Cloud agents, and remote development over SSH or in dev containers. It runs on macOS, Windows and Linux, with deb and rpm repositories. Enterprise adds SSO, a VPC deployment option and a FedRAMP deployment on AWS GovCloud.
The legacy Windsurf JetBrains plugin is in maintenance mode, so JetBrains users are pointed to Devin over ACP instead. Extensions come from Open VSX rather than Microsoft's marketplace, and some proprietary and competing AI-completion extensions don't work.
